Freedom of Movement for Workers
Establishing rights for Ukrainian workers in the EU and vice versa, including mutual recognition of professional qualifications. Part of Cluster 5 (Resources, Agriculture & Cohesion).
Right of Establishment and Freedom to Provide Services
Opening markets for businesses and service providers, including financial, postal, and professional services. Part of Cluster 2 (Internal Market).
Free Movement of Capital
Liberalising capital flows, harmonising rules on foreign investment, and aligning anti-money-laundering frameworks. Part of Cluster 5.
Public Procurement
Part of Cluster 1 (Fundamentals), opened at the first Intergovernmental Conference in June 2024. Ukraine has reformed ProZorro, its procurement system, which is widely praised as a model for transparency.
Company Law
Harmonising corporate legislation, accounting standards, and corporate governance requirements with EU company law. Screening completed 2025.
Intellectual Property Law
Strengthening IP protection including patents, trademarks, copyright, and enforcement mechanisms. Screening completed 2025.
Competition Policy
Bringing state aid rules and antitrust enforcement in line with EU competition law. Screening completed 2025.
Financial Services
Aligning banking, insurance, and investment regulations with EU financial services directives. Screening completed 2025.
Information Society and Media
Updating rules on electronic communications, audiovisual media services, and digital single market alignment. Screening completed 2025.
Agriculture and Rural Development
Reforming agricultural policy, food safety standards, and rural development programs to meet Common Agricultural Policy standards. Part of Cluster 4.
Food Safety, Veterinary and Phytosanitary Policy
Implementing EU food safety standards, sanitary controls, and phytosanitary measures across the food chain. Opened as part of Cluster 4 (Green Agenda & Sustainable Connectivity).
Fisheries
Aligning fisheries management, conservation, and control measures with the EU's Common Fisheries Policy. Screening completed 2025.
Transport Policy
Harmonising road, rail, air, and inland waterway transport rules, including safety standards and market access. Part of Cluster 4.
Energy
Ukraine joined ENTSO-E (European electricity grid) in March 2022. Active negotiations on aligning the energy market, renewables legislation, and nuclear safety with the EU Energy Community acquis.
Taxation
Harmonising VAT, excise duties, and direct taxation with EU tax acquis and OECD standards. Part of Cluster 3 (Competitiveness & Inclusive Growth). Screening completed 2025.
Economic and Monetary Policy
Aligning macroeconomic frameworks, central bank independence, and preparing for eventual eurozone integration. Part of Cluster 3.
Statistics
Ukraine has fully aligned statistical methodology with Eurostat standards. Ukraine's State Statistics Service now produces comparable data across economy, society, and environment indicators.
Social Policy and Employment
Updating labour law, health and safety at work, and social dialogue mechanisms to meet EU standards. Part of Cluster 3.
Enterprise and Industrial Policy
Improving the business environment, supporting SMEs, and aligning industrial policy with EU competitiveness goals. Part of Cluster 3.
Trans-European Networks
Integrating Ukrainian transport and energy infrastructure into Trans-European Networks (TEN-T and TEN-E). Part of Cluster 4.
Regional Policy and Coordination of Structural Instruments
Building capacity to implement cohesion policy, manage structural funds, and reduce regional disparities. Part of Cluster 5.
Judiciary and Fundamental Rights
Core chapter of Cluster 1 (Fundamentals), opened June 2024. Covers judicial reform, Constitutional Court reform, anti-corruption institutions (NABU, SAPO, HACC), and protection of fundamental rights.
Justice, Freedom and Security
Part of Cluster 1 (Fundamentals), opened June 2024. Covers border management, migration rules, asylum policy, anti-money laundering, and police and judicial cooperation.
Science and Research
Ukraine is fully associated with Horizon Europe since 2022, participating in EU research funding on equal terms with member states. Strong academic and institutional links across EU research networks.
Education and Culture
Expanding participation in Erasmus+, aligning higher education with Bologna Process, and cultural cooperation. Part of Cluster 3. Screening completed 2025.
Environment and Climate Change
Implementing EU environmental directives on water, air, waste, biodiversity, and aligning with the European Green Deal commitments. Part of Cluster 4.
Consumer and Health Protection
Strengthening consumer rights enforcement and aligning public health and pharmaceutical regulations with EU standards. Part of Cluster 2. Screening completed 2025.
Customs Union
Modernising Ukrainian customs procedures, IT systems, and aligning with the EU Customs Code. Part of Cluster 3.
